EL PASO, Texas — El Paso County Sheriff's Office arrested Victor Manuel Nevarez on June 16 after he attempted to obtain a state identification card at the Texas Department of Public Safety driver license office. The arrest comes nearly two and a half decades after Nevarez was convicted for aggravated sexual assault of a child in 2000.

Nevarez, now 49 years old, failed to comply with sex offender registration requirements since an active warrant was issued against him in April 2001. This warrants the arrest as one of the oldest cases currently being pursued by law enforcement officials in El Paso County. The case predates significant historical events such as the September 11 terrorist attacks and even Facebook's creation.

According to court records, Nevarez pleaded guilty on July 25, 2000, for sexually assaulting a five-year-old girl, resulting in ten years of probation with a lifetime registration requirement. However, he did not comply with this mandate after the initial verification by El Paso County Sheriff’s Office in October 2000.

The arrest was made possible through collaboration between the sheriff's Sex Offender Registration and Tracking Unit (SORT) and Texas state troopers. Nevarez is currently being held at the El Paso County Jail Annex on a $7,500 bond with no attorney listed for him yet.

Sheriff Oscar Ugarte emphasized the importance of holding offenders accountable regardless of the time elapsed since their original conviction: "This arrest demonstrates our commitment to ensuring compliance with sex offender registration laws."

It remains unclear how Nevarez managed to evade law enforcement and continue living in El Paso without facing consequences until now. Further details about his whereabouts over these past 25 years are not available, leaving many questions unanswered regarding the specifics of his non-compliance.

The incident highlights ongoing challenges faced by local authorities in tracking individuals who fail to register as sex offenders despite stringent legal requirements and long-term public safety concerns associated with such crimes.
