Residents and visitors should know that any individuals or groups involved in organizing, promoting, or encouraging unsanctioned gatherings that result in criminal activity, property damage, public disruption, or additional public safety costs will be identified through investigation and held accountable for their actions,
Summit Mall as well as all businesses in the city are private property, and there will be a zero-tolerance policy for criminal activity, disorderly conduct and unauthorized gatherings.
Teen takeovers have been growing in cities across the country. The trend encourages teenagers to come together in large groups, sometimes in the thousands, to converge on spaces like malls, beaches, downtown areas or parks.
At times, these takeovers have resulted in disorderly conduct and vandalism, according to the department.
