A Vermont state trooper has been deemed justified in the fatal shooting of a man during a standoff last year. According to an investigation by the Vermont attorney general's office, 43-year-old Scott Garvey was shot and killed by Trooper Peter Romeo on July 7, 2025.
Garvey had barricaded himself inside his apartment after making emergency crisis calls for several days. When troopers arrived with a court-approved arrest warrant, they found Garvey holding what appeared to be a rifle. Despite repeated warnings, Garvey refused to drop the object, leading Trooper Romeo to fire seven shots, killing him.
It was later determined that Garvey was actually holding a hollow metal pole, not a firearm. The attorney general's office ruled that Trooper Romeo reasonably believed the officers were in danger and was justified in his use of deadly force.
