Spokane County Sheriff's Office reported a suspect arrested for the 5th time this year event near 5000 block of E on 2026-10-28 00:00:00+00:00.

Suspect Arrested for the 5th Time This Year Spokane Valley Deputies’ investigation into what was initially reported as Trespassing ended with the suspect’s arrest on felony and misdemeanor charges. This is the 5th time this year that the suspect has been arrested and booked into jail. See below for the previous release regarding the suspect’s arrest on October 1, 2026, on a misdemeanor charge of Weapons Apparently Capable of Producing Bodily Harm—Unlawful Carrying or Handling. On October 27, 2026, at approximately 12:20 pm, Spokane Valley Deputies were contacted by Loss Prevention (LP) at a store located in the 5000 block of E. Sprague Avenue. LP advised the suspect, identified as 30-year-old Jamal A. Stokoe, had been trespassed from the business on September 26, 2026, during an unrelated contact and provided a document and photo as proof. Without being asked a question, Stokoe said he came into the store to write an apology letter. With probable cause established to charge Stokoe with Trespassing 1st Degree, Deputies advised him that he was under arrest. During a subsequent search, Deputies located a new box of alcohol wipes in his possession, which Stokoe claimed he purchased from another store. Deputies did not find any money or bank cards in Stokoe's possession during the search. Because there was no evidence that Stokoe stole the alcohol wipes from the store, and based on his promise to appear in court, the Deputy issued a misdemeanor criminal citation for Trespassing 1st Degree, and he was released. Later, after LP reviewed surveillance video, they found Stokoe entered the store, walked to the pharmacy area, grabbed the alcohol wipes, and concealed them in an inner coat pocket before quickly walking toward the exit, where LP contacted him. Based on this new evidence, Deputies established probable cause to charge Stokoe with felony and misdemeanor charges of Burglary 2nd Degree and Theft 3rd Degree. Soon after, Deputies located Stokoe near the intersection of Sprague and Custer. He was placed in handcuffs and advised that he was under arrest. They also advised him of his rights and that he had the right to an attorney. The Deputy voided the previously issued criminal citation, and Stokoe was transported and booked into the Spokane County Jail for Burglary 2nd Degree and Theft 3rd Degree. This marks the 5th time he has been booked into the Spokane County Jail this year. ### Previous release regarding Stokoe’s arrest on October 1, 2026: Deputies Respond to Reported Person with a Weapon Call, Arrest Suspect and Locate Realistic-Looking Plastic Knife Spokane Valley Deputies located and detained a suspect reportedly armed with a large knife. Through the investigation, the knife was determined to be a realistic-looking toy knife, which the victim believed was real. Deputies booked the suspect, who is well known to them from previous contacts, into jail. On October 1, 2026, at approximately 9:35 am, Spokane Valley Deputies responded to a person with a weapon/attempted stabbing call in the parking lot of a business located near S. Havana Street and E. Sprague Avenue in Spokane Valley. The victim said he was getting food and taking a break when he noticed the suspect, later identified as 30-year-old Jamal A. Stokoe, standing behind his Freightliner truck. Watching Stokoe through his driver’s-side mirror, he saw the suspect flip him off and start walking toward his driver’s-side door. As Stokoe did, he lifted the front of his shirt and drew a large knife with a black handle from his waistband. The victim feared Stokoe planned to stab or assault him and that his safety and possibly his life were in jeopardy. Stokoe then put the knife back in his waistband and flipped the victim off again. The victim drove away to create distance and continued watching Stokoe, who walked east. Deputies arrived in the area and quickly located and detained Stokoe at the intersection of S. Dearborn Road and E. 1st Avenue. After being advised of his rights, Stokoe admitted to seeing the victim and that he threw a toy knife down on the street when he heard the responding Deputies’ sirens. He said he flipped the victim off because he thought the victim was messing with him. As he did, he was holding the knife at his waist for a second, but he never pointed at it or meant to harm anyone. The Deputies located and seized the plastic, but realistic-looking knife near the intersection of E. Sprague Avenue and S. Dearborn Road and collected it as evidence. Lacking any verbal threats and no evidence, including statements, that Stokoe pointed the knife at the victim or attempted to assault him, Deputies developed probable cause to charge Stokoe with Weapons Apparently Capable of Producing Bodily Harm—Unlawful Carrying or Handling. Stokoe was transported and booked into the Spokane County Jail on this misdemeanor charge. ###
